This department reviews all building permit
applications for compliance with the Zoning Ordinance of the
City of Charleston. Many factors must be considered when
determining which components of the ordinance apply to an
individual site-specific application. All new structures and
additions are reviewed for compliance to setback requirements,
parking, permitted uses, etc. In addition, interior renovations
are reviewed to determine if a change in type of use is proposed
which can cause a change in parking requirements and many other
applicable zoning laws. It is always advisable to call the
Planning Department prior to submitting drawings in order to
determine what will be required on the plans submitted for
review.
BUILDING DEPARTMENT - (304) 348-6833
Plans submitted to the Building Department for review are
checked for compliance with the applicable building code for the
type structure proposed. Plans for commercial construction
costing $50,000.00 or more will be subject to a plan review fee
and plans must bear the stamp and signature of a licensed WV
Architect or Structural Engineer. At a minimum, commercial
plans must show (1) Type Construction (2) Use (3) Square Footage
(4) Occupancy Load (5) Indication of existing/new boundaries (6)
Fire Ratings and Separations (7) Typical Wall Section (8) All
dimensions (9) ADA Accessibility Compliance (10) Plat of
property showing distances from boundaries of all structures
existing or proposed.

Plans submitted to the Charleston Fire Department, at a
minimum, must include (1) Type and location of fire suppression
system (2) Pull stations (3) Annunciation Panel location (4)
Fire Extinguisher Locations (5) Occupancy Load (6) Type
Construction as referenced in WV Fire Code, NFPA (7) Exit size
and location (8) All rated assemblies (9) Smoke Detectors (10)
Key Vault location (11) Fire Dampers (when required by code)
(12) Location and Type of Duct detectors (as required by code).

CHARLESTON CITY ENGINEER – (304) 348-8106
The City Engineer will review plans for new commercial
buildings and subdivisions. At minimum a site plan must show
ingress and egress, adjacent streets, important adjacent
features, location of existing and proposed sanitary and storm
sewers, method of controlling storm water drainage, catch
basins, culverts and other drainage structures, existing and
proposed water mains and other utilities and underground
structures within the tract and immediately adjacent. Proposed
drainage control must show pipe sizes, grades, widths of
easements, grading and sedimentation control plan. Any area
requiring fill and type material proposed.

Site plan must indicate the proposed sanitary sewer system
and the proposed location of tap connection to the Charleston
Sanitary Sewer System. In the case of plans for a subdivision,
the proper permits and applications for connection to the system
must be granted either by executing a WVPSC Mainline Extension
Agreement for the Charleston Sanitary Board to construct the
system or by private contractor permit application to the Public
Service Commission. It is recommended that the
developer/Engineer call the Sanitary Board Engineer prior to
submitting plans for review.

The Traffic Engineer will review the site plans for items
such as field of vision requirements, ingress and egress onto
right-of-way and public streets, signage.
