The Human Resources Department provides support services for all civil service and at-will personnel for all city departments.

The services provided include:

  • Employee benefits

  • Employee relations

  • Employee evaluations

  • Workforce diversity/goal setting and monitoring

  • Recruitment

  • Job description and classification

  • Record maintenance and audit

  • Other personnel related programs

  • Risk Management

  • Drug & Alcohol Testing Program

The overall objective of the Human Resources Department of the City of Charleston is to attract and retain a qualified workforce representative of a diverse community in order to deliver services to all citizens of Charleston.

The responsibilities are implemented through Human Resources Director, Judy King, Civil Service Commission, and appropriate City Council committees and independent boards.
