David Molgaard
serves as the full-time City Manager for the City of Charleston,
appointed by the Mayor and confirmed by City Council to oversee the efficient
operations of the City. David is an attorney who was in private practice for
fifteen (15) years prior to accepting this appointment. He is also a
former Charleston City Councilman. During his elected term on City
Council, David was a member of the Committee on Finance, Committee on Parks &
Recreation, Committee on City Employees, Committee on Rules & Ordinances, and
various other ad hoc committees.
The City Manager and his staff have the primary responsibility for coordinating
the activities of all city departments, translating council policy into action
and providing timely public information.
The City Manager is the business administrative officer of the City. He is
charged with the duty of caring for all real property owned by the City and is
the custodian of all the city contracts, insurance policies, records, and other
papers relating to the business affairs of the city. The City Manager supervises
the purchase of all supplies and materials necessary for the use of the city or
for any departments of the city government.
The City Manager also assists the Administration and City Council in matters of
policy research and implementation, identifying those areas requiring
legislative policy decisions and preparing recommendations on alternative
courses of action.
