The City of Charleston uses the e-Purchasing system by Find RFP. This system brings together an extensive database of vendors and government agencies which improves our service to you.

PLEASE NOTE: Each proposal or bid must be submitted in a sealed envelope bearing the name of the bidder in the upper left-hand corner, with the name of the project and the bid opening date and time marked plainly on the envelope. This is to ensure the proposal being received at the proper location by the proper bidding time, and will prevent accidental opening of the proposal package.

Charleston Gateway Greenspace  

The City of Charleston, West Virginia will receive sealed bids for the Charleston Gateway Greenspace until 11:00 AM on Wednesday, May 21, 2008 in the City Manager’s Office on the first floor of City Hall. Immediately following the scheduled closing time for the receipt of bids, all proposals that have been submitted in accordance with the project requirements will be publicly opened and read aloud. The City reserves the right to reject any or all bids, to waive any informalities in bidding, and to accept the bid considered to be in its best interest from the lowest responsible bidder. All interested parties are invited to attend the bid opening.

The Contractor will be required to comply with all applicable Federal requirements as described in the General Conditions herein, Affirmative Action, Employment Opportunity, Federal Labor Standards, Davis-Bacon Wage Rates, Copeland Anti-Kickback Act, and DBE/WBE goals as described in the Transportation Enhancement Program Guidelines and Application Package/Manual dated September 2007.

A mandatory pre-bid conference to discuss and clarify the project plans and specifications will be held on Friday, May 2, 2008 from 1:00 PM on the project site at the corner of Leon Sullivan Way and Washington Street West, Charleston, West Virginia.

All bidders shall include a cashier’s or certified check or a satisfactory bid bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to five percent (5%) of the total amount of the bid. A West Virginia Contractor’s License Number must be included in the bid submission.

The successful bidder will be required to furnish a Performance Bond for one-hundred percent (100%) of the contract amount; the fee for all bonds shall be included in the bid proposal.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for at least thirty (30) days.

URBAN RENEWAL LAND FOR SALE
PUBLIC INVITATION FOR PROPOSALS

The Charleston Urban Renewal Authority, Charleston, West Virginia, hereby invites proposals for the purchase and development of the parcel designated as Lots 1 and 3, Charleston East Tax Map No. 20 also known as 1413 Washington Street, East. The parcel has frontage on both Washington Street, East and Beauregard Street and is located in the East End Community Renewal Area. Said parcel contains 16,799.70 square feet.
The land is offered via a Fixed Price Competition method at a purchase price of $220,000. The criteria upon which the purchaser is selected include factors such as design, qualifications and organization of developer, feasibility of financing, cost of development, adherence to controls and guidelines set forth in the Community Renewal Plan and Urban Main Street Revitalization Program and benefits to the community.
All proposals for the purchase of the land and the development thereon must be delivered to the Charleston Urban Renewal Authority, Suite 244, Morrison Building, 815 Quarrier Street, Charleston, West Virginia, 25301-2650 on or before 2:00 p.m. on Monday, June 2, 2008.

These notices shall satisfy requirements for activities to be undertaken by Charleston-Kanawha Housing Authority.

NOTICE FOR DEMOLITION/
DISPOSITION

Charleston-Kanawha Housing Authority will be submitting a request to the U. S. Department of Housing and Urban Development, Special Applications Center, Chicago, IL, for approval of demolition/disposition activities at Washington Manor and Littlepage Terrace under Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities; Federal Register: April 30, 1996 (Volume 61, Number 84); 24 CFR Part 58 for the purposes listed below:

Washington Manor is a 67-year old development (built 1941) with 16 buildings containing 301 units situated on 8.83 acres. The demolition will consist of seven (7) buildings (Bldgs. A-1, A-2, A-3, A-4, B-1, B-2, and B-3) containing 120 units (42 -1 BRs, 66 - 2BRs, and 12 - 3BRs). The disposition will consist of one parcel of land totaling 3.86 acres which contains the 7 buildings/120 units and will be conveyed to Charleston Replacement Housing L.P. #3 for the nominal amount of One Dollar ($1.00) for the purpose of constructing tax credit property units. The identified area is located southeast of Daniel Boone Drive (towards Washington Street). The land will be used for the construction of 97 affordable rental units (subsidized with public housing assistance and project-based Section 8 vouchers) which will be contained in 17 buildings of which one building will be a 36-unit structure for elderly/disabled. The replacement bedroom distribution will be 36 - 1 BRs, 45 - 2BRs, and 16 - 3BRs for a total of 97 units.

Littlepage Terrace is a 68-year old development (built 1940) with 10 buildings containing 170 units situated on 6 acres. The demolition will consist of three (3) buildings (Bldgs. D-1, D-2, and D-3) containing 46 units (20 - 1BRs, 20 - 2BRs, and 6 - 3BRs). The disposition will consist of two parcels of land totaling 1.52 acres (1.30 acres and 0.22 acres) which contains the 3 buildings/46 units and will be conveyed to Charleston Replacement Housing L.P. #3 for the nominal amount of One Dollar ($1.00) for the purpose of constructing tax credit property units. The identified area is located west of Carroll Court (towards Iowa Street). The land will be used for the construction of 24 affordable rental units (subsidized with public housing assistance and project-based Section 8 vouchers) which will be contained in 6 buildings. The replacement bedroom distribution will be 8 - 1BRs, 8 - 2BRs, and 8 - 3BRs for a total of 24 units. Also, it should be pointed out that twenty (20) affordable tax credit rental units subsidized with public housing assistance was recently constructed within one block of the Littlepage Terrace site under project ownership CRHLP #1. In addition, fourteen (14) affordable tax credit rental units to be subsidized with Project-Based Section 8 Voucher assistance is being constructed at/near the Littlepage Terrace site under project ownership CRHLP #2.

FINDING OF NO
SIGNIFICANT IMPACT

Charleston-Kanawha Housing Authority has determined that the projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Charleston-Kanawha Housing Authority, 911 Michael Avenue, Charleston, West Virginia 25312 and may be examined weekdays from 8 a.m. to 4:30 p.m.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the projects may submit written comments to Charleston-Kanawha Housing Authority, P.O. Box 86, Charleston, West Virginia 25321-0086. Charleston-Kanawha Housing Authority will consider all comments received by June 5, 2008. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

Charleston-Kanawha Housing Authority certifies to the U. S. Department of Housing and Urban Development that Mayor Danny Jones in his capacity as Mayor of the City of Charleston, West Virginia consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's acceptance of the certification satisfies its responsibilities under NEPA and allows Charleston-Kanawha Housing Authority to use Program Funds.
