The City of Charleston uses the e-Purchasing system by Find RFP. This system brings together an extensive database of vendors and government agencies which improves our service to you.

PLEASE NOTE: Each proposal or bid must be submitted in a sealed envelope bearing the name of the bidder in the upper left-hand corner, with the name of the project and the bid opening date and time marked plainly on the envelope. This is to ensure the proposal being received at the proper location by the proper bidding time, and will prevent accidental opening of the proposal package.

 

Public Notice

The City of Charleston is making application for a grant from the Edward Byrne Memorial Justice Assistance Grant Program for funds in the amount of $256,023.00 to support Charleston Police Department and Kanawha County Sheriff’s Department’s enforcement programs including drug enforcement and the interoperable radio project.

The scope and details of the proposed work will be covered. Attendance is recommended. Site visitation is mandatory and will be conducted immediately after the prebid meeting.

REQUEST FOR PROPOSAL

The City of Charleston, West Virginia, is requesting sealed proposals to furnish a lease purchase agreement for various equipment and vehicles not to exceed $1,985,500. Financial institutions shall submit a proposal which will allow the City of Charleston to escrow up to $1,985,500 for capital purchases for fiscal year 2009-2010, beginning July 1, 2009. Immediately following the scheduled closing time for the receipt of bids, all proposals that have been submitted in accordance with the project requirements will be publicly opened and read aloud. The Contractor and any Subcontractors will be required to comply with all applicable Federal requirements pertaining to Affirmative Action, Equal Employment Opportunity Executive Order 11246, Federal Labor Standards, Davis-Bacon Wage Rates, Copeland Anti-Kickback Act, Clean Air Act, Federal Water Pollution Control Act and Section 1605 of the Recovery Act.

A mandatory pre-bid conference for the purpose of discussing and clarifying the project plans and specifications will be held at 10 a.m. in the City Engineering Office at 105 McFarland Street on Thursday, July 9, 2009.

All bidders shall include a cashier's or certified check or a satisfactory bid bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to five percent (5%) of the total amount of the bid. A West Virginia Contractor's License Number must be included on the bid submission.
The successful bidder will be required to furnish a Payment Bond for one hundred percent (100%) of the contract amount, a Performance Bond for one hundred percent (100%) of the contract amount; the fee for all bonds shall be included in the bid proposal.
No bid may be withdrawn after the scheduled closing time for the receipt of bids for at least thirty (30) days.
