Charleston City Council Mailing Address: Charleston City Council represents the interests of their constituents by responding to inquiries, suggestions and complaints regarding City programs and services. They govern through legislative, administrative, and financial powers and have the ability to levy taxes, enact resolutions, and exercise budgetary and policy control over city departments. The 27 Council Members are elected by ward for four-year terms with 21 members representing various wards as determined by ward boundaries and 6 At-Large members serving the entire City. Council has both Majority and Minority Leaders, who are selected by their respective parties during party caucuses. The President Pro-Tempore is elected by the entire City Council. Charleston City Council meets on the First and Third Monday of the month at 7:00 p.m. and may hold additional meetings and all are open to the public. Meetings are published on this website along with agendas. Ordinances (bills) are introduced by Council members and referred to various Council Committees. Bills are assigned to one or more committees for recommendations and are then forwarded to the full Council for its consideration. These encompass all laws pertaining to the City, comprising City Code, and can be amended. Resolutions are used to express policy or to direct certain administrative actions. Proclamations are read aloud at each Council meeting and recognize individuals, organizations and events that bring pride to the City of Charleston. Standing committees include Finance, Planning, Parks and Recreation, Streets and Traffic, Environmental and Recycling, Urban Renewal, Public Safety, Ordinances and Rules, Council Committee on City Employees, Civil Service Procedures and the Cemetery Committee.
