REQUIREMENTS
13 Members (2 members of Council to serve during their elected term of office), appointed for 4 year terms; City Manager to serve as Ex-Officio member; vacancies shall be filled by appointment for unexpired terms; chairman, secretary and other officers deemed necessary elected from membership. The board shall adopt rules, hold regular open meetings and keep a record of its official proceedings, and official copy shall be filled with the City Clerk; board shall have the power, authority and duty to supervise, administer, operate and maintain Civic Center and Auditorium; charges, rate and fees shall first be approved by Council before being put into effect; a quarterly written report to Council of operating expenses and finances.
