Requirements

Twelve members, appointed for 3 year terms; chairman and secretary elected from membership; commission to advise and recommend to Mayor and Council programs or projects as would in the opinion of commission improve the beauty and welfare of the City; Mayor or Council may request advice or cooperation for any program or project connected with the beautification, cleanliness or general welfare of the City; Council may appropriate such funds as it deems appropriate to finance the activities of the commission; an annual report must be submitted to the Mayor.

DIVISION 2. Beautification Commission


Sec. 2-531. Created; composition; appointment, term and compensation of members; filling vacancies.

There is created the "Municipal Beautification Commission of Charleston.” The commission shall consist of 12 members who shall be appointed by the mayor and confirmed by the city council. All members shall be appointed for terms of three years each and until their successors are duly appointed and qualified; and, to provide staggered terms of office, four members shall be appointed on or before September 19 of each year, to take office on September 19 of the year in which appointed. Vacancies occurring other than by reason of expiration of term of office shall be filled for the unexpired term only. Members shall serve without compensation.

Sec. 2-532. Annual organizational meeting; officers; rules; meetings.

At its first meeting after the appointment of new members each year, the Beautification Commission shall elect from its membership a chairman, secretary and such other officers as it determines to be necessary for the performance of its duties. The commission shall adopt such rules and hold such meetings as shall be necessary or convenient for the transaction of its business.

Sec. 2-533. Duties.

  • It shall be the duty of the Beautification Commission to advise and recommend to the mayor or the city council such programs or projects as would, in the opinion of the commission, improve the beauty and general welfare of the city.
  • The mayor or the council may request the advice or cooperation of the commission for any project or program connected with the Beautification, cleanliness or general welfare of the city.
  • The commission shall submit an annual report to the mayor, generally outlining its program and progress during the previous year.
  • It shall be the duty of the commission to maintain Davis Park, Slack Plaza, Brawley Walkway, Shanklin Park, Elk River Park and Ruffner Park and to promulgate rules and regulations for the use of such parks.
  • It shall be the duty of the commission to review all proposed supergraphics to ensure that such supergraphics are in keeping with the intended location and are free from expressed or implied commercial, political or religious advertisement.
  • The commission shall approve recommendations for expenditures from the municipal beautification project fund.
  • The commission shall, upon recommendation of the department head, approve the citywide consulting horticulturalist and make this recommendation to the finance committee and the city council.
  • The commission shall serve as the tree board for the city.

Sec. 2-534. Expenses of members; finances.

Members of the Beautification Commission shall be reimbursed by the city for their actual expenses incurred in connection with the performance of their duties, and the city council may appropriate such funds as it deems appropriate to finance the activities of the commission.
