ACCOUNTING DEPARTMENT
The Accounting
Department incorporates all financial data into the financial
information system, performs bank reconciliation, transfer of
funds, and code account creation. Financial reports are
prepared on revenues and expenditures of all funds on a monthly
basis. A Comprehensive Annual Financial Report is prepared at
the end of the fiscal year.
The Accounting
Department is responsible for the financial reporting for the
City to provide information to facilitate decision making by
various user groups.
The primary
user groups include:

Citizens of
the City of Charleston

Mayor and
Administrative Staff

Council
Members who are direct representatives of the citizens

Investors,
creditors, and others who are involved in the lending process
The objectives
of governmental financial reporting are:

Assist in
fulfilling government’s duty to be publicly accountable and
enable users to assess that accountability

Assist users
in evaluating the operating results of the governmental entity
for the year

Assist users
in assessing the level of services that can be provided by the
City of Charleston and its ability to meet its obligations as
they become due
